But, he was rendered speechless when he actually saw the actual thing. He simply felt terror.

And when it was against class 1 it would be a losing battle. Just buying time would be the best Inaba could do even if he fought with his life on the line.
And if there were more than one of such enemy then he would have to resolve himself to die.
