“You want a quiet territory with no factions around?” The manager’s eyelids rose up and he looked at Li Xiandao.

“Only those who can’t be pardoned and di terrible crimes could enter Eternal Jail.” The manager shook his head.

“Since they can’t be pardoned then why not kill them. Why lock them up?” Li Xiandao asked.

“This is Celestial Dynasty’s old tradition. From the start, they didn’t kill criminals. That is because once you are killed, you won’t know anything and it all ends. Celestial Dynasty felt like it was a release. The early Celestial Dynasty didn’t kill people and just locked them up, never to be free again. They would be punished and live a life worst than death. Which was why Eternal Jail was created.” The manager explained.

“From the start, the jail was designed for such people. Then there were more and more prisoners so different levels of jails were made. Black Water Island was one such one.” The manager said.
