The next day at dawn, after the morning roll call, Zhao Lin approached Zhang Rang and greeted him.
Zhang Rang was the Chief Constable of the North City. If Zhao Lin wanted to learn about the gangs in the area, he was the best person to ask.

"The East is poor and the North is chaotic. Even if I had ambitions, they would be for the South or West Cities. Why would you worry, Chief Constable Zhang?"
His words were frankâperhaps too frank.
Zhang Rang gave a dry laugh. "I didnât mean that. Please, Chief Constable Zhao, continue."
"To be honest, I have a grudge against the Water Dragon Gang and want to find an opportunity to knock them down a peg. But I donât know the details of their operation, which is why Iâve come to consult you."
